It has a 4 years runtime, a budget of 2.9 Mio € and is currently supported by 25 key S&amp;amp;T institutions (17 participants and 8 additional members of the steering board) from Europe and Southeast Asia, while also encouraging additional SEA partners to join the consortium in the future.&lt;br /&gt;&lt;br /&gt;The SEA-EU-NET will increase the quality, quantity, profile and impact of bi-regional Science and Technology (S&amp;amp;T) cooperation between the ten member countries of the Association of South-east Asian Nations (ASEAN) and the Member- and Associated States of the European Union (EU). The Nuremberg Declaration on an EU-ASEAN Enhanced Partnership of March 15th 2007 recognises the increasing importance of Southeast Asia as a region and calls for a deepening of the level of cooperation, including S&amp;amp;T, between the EU and ASEAN. The EU is ASEAN’s second largest export market and third largest trading partner after the US and Japan.&lt;br /&gt;&lt;br /&gt;There is significant potential in strengthening the participation of SEA countries in FP7, and for increased European involvement in SEA S&amp;amp;T. Untapped potential for bi-regional cooperation includes awareness of research cooperation opportunities, collaborations among researchers, bridging the “distance” hurdle for building trust and confidence essential for successful partnerships, facilitating the understanding of S&amp;amp;T programs on both sides, assistance when navigating such programs, and aligning asynchronous research funding systems between the two regions and within the member countries.&lt;br /&gt;&lt;br /&gt;In addition to the potentials listed above, there also exist significant opportunities to augment and leverage on regional networks, policies and initiatives developed under for example the auspices of the ASEAN Committee on Science and Technology (COST) in South East Asia. Therefore increased SEA-EU cooperation requires targeted measures that integrate and strengthen the bi-regional S&amp;amp;T dialogue in a coherent and sustainable way.&lt;br /&gt;&lt;br /&gt;Measures include the implementation of joint fora facilitating and strengthening the bi-regional and bi-lateral dialogue, analysing S&amp;amp;T structures and reporting to EU-presidencies in order to incorporate recent political and S&amp;amp;T developments and to generally highlight EU-ASEAN initiatives within the political decision making process in both regions. In addition the SEA-EU-NET aims at building a network of different stakeholders in the SEA region while at the same time linking it to other existing and upcoming ERA-, INCO-NET, and thematic EU-FP projects thus facilitating the development of a coherent European-level approach towards international S&amp;amp;T cooperation.&lt;br /&gt;&lt;br /&gt;&lt;span class="fullpost"&gt;SEA-EU-NET will not only lead to enhanced S&amp;amp;T cooperation but will contribute to the Nuremberg Declaration goals of promoting collaboration to deal with global challenges, particularly  in the fields of renewable energy, climate change and disaster mitigation. SEA-EU-NET will provide the S&amp;amp;T base for EU-ASEAN cooperation in achieving the Millennium Development Goals through joint efforts in nurturing human and scientific resources for sustainable development.&lt;br /&gt;&lt;br /&gt;The main objectives are:&lt;br /&gt;&lt;br /&gt;• &lt;span style="font-weight: bold;"&gt;Networking:&lt;/span&gt; To facilitate a bi-regional dialogue involving stakeholders from policy making, science community and industries. The dialogue will address the respective S&amp;amp;T potentials, policy goals and demands in order to define common priorities and to develop joint scenarios and implementation strategies for strengthening the S&amp;amp;T cooperation.&lt;br /&gt;&lt;br /&gt;• &lt;span style="font-weight: bold;"&gt;Reporting:&lt;/span&gt; To report to the EU-Commission, EU-presidencies, the ASEAN-secretariat and the ASEAN-COST Chairman in order to incorporate recent political developments and to generally highlight EU-ASEAN initiatives within the political decision process.&lt;br /&gt;&lt;br /&gt;• &lt;span style="font-weight: bold;"&gt;Analysis:&lt;/span&gt; To identify key-players and institutions in national research systems and to analyse the current S&amp;amp;T cooperation between EU and ASEAN member states by conducting a strategic mapping exercise and analysing bi-lateral EU-ASEAN relations. The strategic mapping exercise will facilitate information exchange and highlight opportunities for future cooperation.&lt;br /&gt;&lt;br /&gt;• &lt;span style="font-weight: bold;"&gt;Advising:&lt;/span&gt; To support the coordination of S&amp;amp;T cooperation activities with other EU policies and thus to ensure a coherent approach towards the SEA-ASEAN with emphasis on the Neighbourhood Policy (External Relations).&lt;br /&gt;&lt;br /&gt;• &lt;span style="font-weight: bold;"&gt;FP7- Participation:&lt;/span&gt; To strengthen the participation of EU-SEA-collaboration projects in the 7th EU Framework Program with emphasis on the “Cooperation” and “Peoples” part of the program by establishing a network of National Information Points for EU-FP7 in SEA.&lt;br /&gt;&lt;br /&gt;• &lt;span style="font-weight: bold;"&gt;Topic Identification:&lt;/span&gt; To assist in joint identification of topics for collaboration under FP7 thematic programmes.&lt;br /&gt;&lt;br /&gt;• &lt;span style="font-weight: bold;"&gt;Scenario Development:&lt;/span&gt; To develop joint scenarios and setting up S&amp;amp;T related implementation activities addressed to deal with global challenges (in particular Millennium Development Goals.&lt;br /&gt;&lt;br /&gt;• &lt;span style="font-weight: bold;"&gt;Foresight:&lt;/span&gt; To provide EU and ASEAN S&amp;amp;T policy-makers with strategic policy recommendations on future research cooperation between these two regions.&lt;br /&gt;&lt;br /&gt;The project consortium consists of 15 organisations from 7 EU Member States, 1 Associate State and 3 ASEAN Member States. All are involved in ongoing bi-lateral research programmes and /or working as strategy and foresight organisations in the cooperation and bi-lateral dialogue between EU and ASEAN. They focus on various scientific areas, reaching from human and social sciences to technology. Partners represent national ministries (or their office of international relations), research councils, foundations, science academies, or research organisations.&lt;br /&gt;&lt;br /&gt;The central element of the INCO-NET will be a reinforced, enhanced and open policy dialogue among relevant political stakeholders, based on a Bi-Regional S&amp;amp;T Policy Dialogue Platform (Annual Senior Officials Conference). Stakeholders of the science policy community from both regions (e.g. EU-Commission, ASEAN-Sec., ASEAN-COST, all EU-MS, EU Associated States, all ASEAN-MS, and stakeholders of multi-lateral organisations (Asian Development Bank, World Bank), will be invited to join the dialogue in order to increase transparency. however, in order to reflect the government's emphasis on science and technology (S&amp;amp;T), the Ministry was revamped and renamed in 1976 as the Ministry of Science, Technology and Environment. In year 2004, the Ministry was revamped and renamed again to its most influential and novelty term – MOSTI (Ministry of Sciences, Technology and Innovation).&lt;br /&gt;&lt;br /&gt;The Ministry is looking forward “to create a conductive environment for the advancement of science and technology as a means of generating knowledge, wealth and raise the quality of life through sustainable development.” Therefore they are responsible to enhance Malaysia competency in S&amp;amp;T in order to increase nation competitiveness in global market while maintaining commitment towards environment management. Meanwhile, MOSTI is guided by their objectives, which is, promote an understanding, awareness and appreciation of S&amp;amp;T, promote research and development (R&amp;amp;D) in S&amp;amp;T fields, conserve and monitor the environment, and provide efficient technical and management support services.&lt;br /&gt;&lt;br /&gt;The Ministry's efforts and initiatives in discharging its role and responsibilities are guided by a number of plans and policy documents. These include the Third Outline Perspective Plan (OPP3), Eighth Malaysia Plan (8MP), the Second Industrial Master Plan (IMP2), the National S&amp;amp;T Policy and the Technology Action Plan (TAP). From these numbers of plans and policy documents, MOSTI is playing an important role in realigned the country's economic growth strategy to achieve the development of a knowledge-based economy and also act as a facilitator by providing the necessary institutional framework and efficient services, as well as instituting supporting fiscal and financial incentives to private sectors. Furthermore, MOSTI is also a central to forge synergistic partnership amongst the various R&amp;amp;D players, from both public and private sectors, to strengthen the country's research and technological capacity and capability and focus on high-tech and knowledge-intensive activities aimed ultimately to transform Malaysia into a contributor besides being a consumer of knowledge and technology. On 1 September 1996, SIRIM was corporatised to be known as SIRIM Berhad. SIRIM Berhad incorporated under the Companies Act was vested with all the rights, privileges and obligations of SIRIM. &lt;br /&gt;&lt;br /&gt;Under the umbrella of SIRIM Berhad, the NML-SIRIM plays a very important role in the dissemination of measurement traceability in Malaysia. From the very beginning, it has functioned as society acting through an elected corporation of top scholars and research organisations, via its numerous scientific establishments. It has also become a major scientific advisory body through its scientific committees.  The activities of the Academy in its present form are regulated by the Parliamentary Act of April 25, 1997.&lt;br /&gt;&lt;br /&gt;The bi-lateral scientific cooperation is based on 76 agreements. PAN is the member of about 100 international organisations. Partner from the ASEAN members is Vietnam - relations are based on the Agreement on scientific cooperation between the PAN and the VietnameseAcademy of Science and Technology signed in 1995 and the Agreement on scientific cooperation between the PAN and the VietnameseAcademy of Social Sciences and Humanities signed in 1996. Financial resources of Academy’s research centres are channelled by the Ministry of Education and Science (statutory funding, grants, etc.). It is a semi-autonomous institute under TÜBİTAK. The institute possess primary level laboratories with large variety of measurement instruments and highly specialised state of the art equipment. It is the main task of UME to carry out research and development work in order to improve its measuring procedures, measuring equipment and primary standards with a view to calibrating reference standards for industrial metrology with units and measurands agreed on the international level. This link-up (traceability) to national standards contributes to assuring the quality of industrial products. In addition to calibration and testing services, UME provides a wide range of services, which can be treated as knowledge and technology transfer. Taking advantage of its developed infrastructure and expertise, UME organises training courses on various subjects, develops and manufactures measurement standards and devices, and also provides consultancy services to customers. So far UME has used successfully two World Bank projects in order to establish their existing premises including special buildings and equipment. That project value was more than 60 million USD. UME staffs are experienced in management of such kind of projects. UME has budget of 30 million USD in 2006 and 212 employee currently working.&lt;br /&gt;&lt;br /&gt;UME is a signatory of the CIPM Mutual Recognition Arrangement (MRA) and carries out all the activities linked with the Metre Convention.&lt;br /&gt;&lt;br /&gt;UME is a full member of EURAMET, and IMEKO and participates actively in all Technical Committees. UME also participates in the world-wide metrology activities, attends the annual meetings and has close contacts to ASEAN-countries and ASEAN Metrology Organisations. The CNRS is the major French Research Institution with 26 000 permanent staff (40% full time researchers) about 1300 laboratories (82, 5 % of them being joint units with Universities, other research institutions, and private companies), publishing more than 20 000 publications in peer reviewed journals per year. It covers all fields of science, and mainly develops science driven research. It is under the supervision of the French Ministry of Education, higher Education and Research.&lt;br /&gt;&lt;br /&gt;In terms of international cooperation management, the policy of CNRS is to favour the development of joint projects rather than individual visits of scientists, to identify and to structure collaborative actions of mutual interest with the foreign partners, to develop not only bi-lateral but also multi-lateral programmes of cooperation and to increase the flow of young scientists in both directions. The geographical priority of CNRS is Europe, since CNRS is an active member of the European Research Area construction, but these last years, Asia has become a major scientific partner, with an increasing number of visits of French scientists to Asia and an increasing budget dedicated to support cooperative actions.&lt;br /&gt;&lt;br /&gt;In addition, CNRS has established specific agreements for so called International Associated Laboratories (i.e. one or two labs in each country which agree to work together on a common project) in Vietnam and in Singapore in the field of Chemistry, information and communication science and nano-technology. More over, CNRS contributes to a number of summer schools or training courses in Vietnam in various fields (physics, Economy, Chemistry, Environmental sciences..) . Since 2003, CNRS is part of a Network between France and ASEAN countries in information technology. Finally, to face the increase of interactions between CNRS and ASEAN countries, CNRS has decided to settle a permanent Office in Hanoi (2006) in charge of structuring the cooperation with whole the region.&lt;br /&gt;&lt;br /&gt;Considering more specifically the ASEAN countries, CNRS has a strong involvement with Vietnam and a lesser extends with Laos and Cambodia for historical reasons. But last years, the interactions have significantly increased with all countries of the region. CNRS have signed bi-lateral agreements with several countries: Vietnam, Academy of Science and technology in 1983, Academy of social sciences in 2001, Thailand, the Thailand research fund in 2000 renewed in 2003, Singapore, Nanyang Technological University 2005. The involvement in the co publications is high, more than 6% with Vietnam, Laos, Cambodia, Myanmar, which number of publication is comprise between 20 and 400 international publications per year. CNRS laboratories are hosting numerous PhD students from those countries, in 2004, 161 from Vietnam, 47 from Thailand, 16 from Indonesia, 6 from Malaysia, 6 from Cambodia, 2 from Singapore.&lt;br /&gt;&lt;br /&gt;In Asia, the main partners of CNRS are Japan, China, and Vietnam referring to the number of visits of CNRS scientists and of joint projects. The GIGA is the largest German research institute for area and comparative area studies. It is also among the largest in Europe.&lt;br /&gt;&lt;br /&gt;The GIGA holds a unique position in the international scientific community as a research institute which combines area studies and comparative area studies. The on-going multi-lateral cooperation is ASEAN Committee on Science and Technology (ASEAN COST), Non Aligned Movement Science and Technology Centre (NAM S&amp;amp;T), IAEA, FEALAC, APSCO.&lt;br /&gt;&lt;br /&gt;The international research, science and technology program division is also responsible for Event Calendar pertaining to international collaboration. It organises international forums, high ranking official visits to other countries that are aim to establish and/or strengthen the existing cooperation as well as Indonesian delegation participation to international forums to effective participation.&lt;br /&gt;&lt;br /&gt;The international research, science and technology program or the international office is a division under the coordination of the Deputy Minister for Research, Science and Technology Program. Its headquarter is located in Vienna, Austria. It employs around 40 persons, most of them researchers from different disciplinary background working mainly in inter-disciplinary research fields and projects.&lt;br /&gt;&lt;br /&gt;On behalf of the Austrian Ministry of Science and Research, the ZSI acts in way of a resource agency by co-ordinating the ‘Austrian Science and Research Liaison Offices’ in Brno (CzechRepublic), Ljubljana (Slovenia) and Sofia (Bulgaria).&lt;br /&gt;&lt;br /&gt;Operations of the ZSI are organised along 3 departments:&lt;br /&gt;&lt;br /&gt;‘Research Policy and Development’&lt;br /&gt;&lt;br /&gt;The unit for ‘Research Policy and Development’ works in several nationally and internationally funded projects. NSTDA was established in 1991 under a special law and is governed by an Executive Board appointed by Cabinet and chaired by the Minister of Science and Technology. NSTDA consists of four national technology centres, together with the Corporate Office and Technology Management Centre (TMC). The four national technology centres are the National Centre for Genetic Engineering and Biotechnology (BIOTEC), the National Metal and Materials Centre (MTEC), the National Electronics and Computer Technology Centre (NECTEC) and the National Nanotechnology Centre (NANOTEC).&lt;br /&gt;&lt;br /&gt;NSTDA’s main mission is to conduct R&amp;amp;D in the four main technology areas as well as to develop and support R&amp;amp;D in universities and other institutions, using in-house national technology centres and granting mechanisms. NSTDA is also involved in S&amp;amp;T manpower development in Thailand, creating S&amp;amp;T infrastructure and working with the private sector in support of national socio-economic goals.&lt;br /&gt;&lt;br /&gt;NSTDA also plays a leading role in a number of regional S&amp;amp;T networks including the ASEAN Committee on Science and Technology (COST) and the APEC Centre for Technology Foresight.&lt;br /&gt;&lt;br /&gt;The NSTDA Corporate Office and the four national centres are located at Thailand Science Park (TSP), the first science park in Thailand, which is located about one hour north of central Bangkok. Since its recognition in the international platform, TUBITAK has represented Turkey in nearly all international science and technology cooperation activities. Moreover, participation of Turkey into the Sixth Framework Program has substantially increased together with its responsibilities in this field. It is evident that establishment and operation of the National Contact Point system has a great success. NCP system has been established in 2003 during the participation of country in FP6 and expanded over the years rapidly.&lt;br /&gt;&lt;br /&gt;TÜBİTAK has just organised FP7 Launch Conference (12-13 February 2007, Ankara) in order to speed up her RTD integration with European Research Area as an Associated Candidate Country. Apart from its R&amp;amp;D Institutions, TÜBİTAK HQ has participated 25 FP6 projects (in total) which are running mainly as CA, SSA and Network type projects. The interdisciplinary group of scholars who take part in these projects, called "Resident Scholars", usually follow a well-defined research agenda. These intellectually highly stimulating groups are frequently - although not solely - convened by the Permanent Fellows of Collegium Budapest, and represent the many different issues and themes the institute specializes at and wants to explore.&lt;br /&gt;&lt;br /&gt;Collegium Budapest has been operating since 1992. The purpose of Collegium Budapest is to promote culture and the sciences by giving internationally recognized academics and young researchers an opportunity to pursue research of their choice in an international, intellectually stimulating environment. Following the model of the pioneering Princeton Institute for Advanced Study, the Wissenschaftskolleg in Berlin, the Netherlands Institute for Advanced Study in Wassenaar (NIAS), the Swedish Collegium for Advanced Study in the Social Sciences in Uppsala (SCASSS) and other similar institutions, Collegium Budapest is the first IAS-type institute in the post-communist region. By inviting outstanding scholars from all over the world to Budapest and offering them a common temporary workplace in the intimate medieval Castle district, the institute strove to rebuild - after 50-year-long isolation - the international contacts of scholars and academic institutions in the CEE region. In the course of these 15 years, Collegium Budapest has emerged as a major international founding agency, academic centre and a model for new forms of academic cooperation, where such core research and fundamental scholarship are fostered that enable the institute to significantly contribute to the stemming of brain drain still prevailing in the region. It has given birth to many innovative, individual and institutional joint projects conducted by scholars from Europe and beyond.&lt;br /&gt;&lt;br /&gt;As an adaptation of the Princeton model, Collegium Budapest represents a new type of institute that differs as much from universities as it does from specialized research institutes. It offers its Fellows the exceptional opportunity to be temporarily relieved from administrative and teaching obligations; something that allows them to fully focus on their chosen research plan, be it individual, or teamwork. Over the last 15 years, CB has invited reputed scholars for a maximum of one academic year (10 months) to work on their individual projects. So far, about 25-30 invited Fellows have worked at Collegium Budapest each year. Over the entire 15-year period, over 700 scholars have worked at the institute. The aims of the office include encouraging research collaboration between UK researchers and researchers in South East Asia and raising awareness of S&amp;amp;T strengths to facilitate such collaborations.&lt;br /&gt;&lt;br /&gt;The office has arranged scientific workshops in many areas such as immunology, neuroscience, aquaculture and microelectronics to bring researchers together to explore potential collaborations.  We also fund travel grants (Collaboration Development Awards) for researchers from South East Asia to visit the UK to develop collaborations further with the aim of proposals being drafted to submit to research funding bodies.&lt;br /&gt;&lt;br /&gt;As a result numerous applications are being drafted to potential funders, including under FP7. In addition we hosted, along with the Singaporean Agency for Science Technology and Research, a conference in 2006 on Building Scientific Capacity with South East Asian Partners. The KNAW has always played an active role in encouraging international cooperation and partnerships. It does this by: concluding bi-lateral partnership agreements with sister academies in Europe and elsewhere; collaborating with European and other international organisations; and participating in long-range multi-lateral partnership programmes. The KNAW supports the international transfer of knowledge and science through funding. The Netherlands Ministry of Education, Culture and Science is the KNAW’s main source of programme funding. The Academy is a member of several international bodies, including: the InterAcademy Council (IAC), All European Academies (ALLEA), the European Science Foundation (ESF) and the International Council for Science (ICSU). The KNAW has played a key role in the furthering of contact and cooperation between Netherlands and Indonesian scientists and scholars from 1992 when Indonesia and the Netherlands signed two Memoranda of Understanding for cooperation in the fields of scientific research and higher education. These two memoranda, which were signed between the Netherlands Ministry of Education and Science and the Indonesian Ministries of National Education (DikNas) and of Research and Technology (MoRT), followed the Cultural Agreement between Indonesia and the Netherlands of 1968. The memoranda were updated and renewed several times between 1992 and 2005. In 1994 the Netherlands Ministry of Education, Culture and Science entrusted the funding for their bi-lateral scientific cooperation programme with Indonesia entirely to the KNAW and as of 2002 formally asked the KNAW to act as the ‘national lead’ in the so-called Indonesian – Netherlands Joint Working Committee for scientific cooperation (JWC). Henceforth, the KNAW has been effectively the main science-broker for cooperation between Indonesia and the Netherlands. The Netherlands and Indonesia are represented in the JWC by organisations for basic and strategic research as well as by universities and ministries. The JWC is a strategic discussion forum, which serves to co-ordinate bi-lateral Science and Technology cooperation between Indonesia and the Netherlands and to advise the governments of both countries as well as society at large, on matters related to such cooperation. The IB is part of the Project Management Agency at the German Aerospace Centre (PT-DLR), which is the largest funding agency working for the BMBF and other governmental bodies. It provides direct services to the Ministry and administers also BMBF–support for German Universities, public research institutions and industries to identify and develop international links in strategic fields of mutual interest. IB-DLR is preparing joint research activities in strategic fields of common interest, basically linked to national and European research funding programmes. It supports bi-lateral cooperation programmes in S&amp;amp;T with about 30 countries around the world in order to facilitate the preparation and implementation of international cooperation of German institutions. For these programmes BMBF provides an annual budget of app. 5 Mio €. In addition, IB coordinates a number of accompanying measures to set up a framework for the stimulation of future cooperation in close cooperation with BMBF. The most important partner countries from the ASEAN members are Vietnam and Indonesia. Bi-lateral cooperation agreements between BMBF and MOST (Vietnam) and RISTEK (Indonesia) exist since 9 years (Vietnam) and almost 30 years (Indonesia). Numerous workshops, fact-finding missions and preparatory activities for research projects have been organised by IB under the umbrella of these agreements. In addition a lot of bi-lateral cooperation projects and preparatory visits have been funded by the IB. Besides the promotion of joint research activities BMBF has special agreements about cooperation in the field of science management with both countries. German experts were sent to MOST and RISTEK for 4 and 6 years respectively to work as policy advisers in the partner ministries. The following activities are&lt;/span&gt;&lt;span style="font-family:arial;"&gt; foreseen:&lt;/span&gt;&lt;br /&gt;&lt;/span&gt;&lt;ul  style="font-family:arial;"&gt;&lt;li&gt;&lt;span style="font-size:100%;"&gt;An increased flow of information and proactive dialogue between the SEA-EU-NET and the national and European stakeholders in charge of the planning and implementation of other policies through interviews and regular meetings in order to raise the awareness of the opportunities and needs of S&amp;amp;T cooperation;&lt;br /&gt;&lt;/span&gt;&lt;/li&gt;&lt;/ul&gt;&lt;ul  style="font-family:arial;"&gt;&lt;li&gt;&lt;span style="font-size:100%;"&gt;Wherever appropriate the integration of stakeholders from other policy fields in the activities of SEA-EU-NET&lt;br /&gt;&lt;/span&gt;&lt;/li&gt;&lt;/ul&gt;&lt;ul  style="font-family:arial;"&gt;&lt;li&gt;&lt;span style="font-size:100%;"&gt;Developing recommendations for exploiting the opportunities given in the Multi-lateral Programs (e.g. ASEAN-COST, WB, ADB) for S&amp;amp;T capacity and institution building, facilitating the higher education sector (closely linked to S&amp;amp;T at higher education institutions) and for human potential development;&lt;/span&gt;&lt;/li&gt;&lt;/ul&gt;&lt;ul  style="font-family:arial;"&gt;&lt;li&gt;&lt;span style="font-size:100%;"&gt;The development of recommendations for joint S&amp;amp;T driven actions targeting global challenges. Here, the full range of national and Community instruments should be addressed.&lt;br /&gt;&lt;/span&gt;&lt;/li&gt;&lt;/ul&gt;&lt;span style="font-weight: bold;font-family:arial;font-size:100%;"  &gt;2. Task Leader 1.2 : "Recruitment" of stakeholders and network support&lt;/span&gt;&lt;span style="font-size:100%;"&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-family:arial;"&gt;This task is of central importance to the development of the SEA-EU-Network as it must be&lt;/span&gt;&lt;span style="font-family:arial;"&gt; expanded beyond the original consortium members.&lt;/span&gt;&lt;span style="font-family:arial;"&gt; Stakeholders can be distinguished in different groups relevant for the project, namely actors&lt;/span&gt;&lt;span style="font-family:arial;"&gt; directly involved into scientific cooperation and key personalities largely involved in the public,&lt;/span&gt;&lt;span style="font-family:arial;"&gt; private, political level of EU-South East Asia cooperation.&lt;/span&gt;&lt;span style="font-family:arial;"&gt; The first step of the recruitment process is based on the outreach of the consortium members to&lt;/span&gt;&lt;span style="font-family:arial;"&gt; recruit Asian partners. The second step is to address a broader community supplemental to the&lt;/span&gt;&lt;span style="font-family:arial;"&gt; scientific community, e.g. European chambers of commerce, European and Asian partners&lt;/span&gt;&lt;span style="font-family:arial;"&gt; participating in successful projects within the framework programmes or Member States&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;&lt;span style="font-weight: bold;font-family:arial;font-size:100%;"  &gt;3. Task Leader 2.2 : Compiling and maintaining the directory&lt;/span&gt;&lt;span style="font-size:100%;"&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-family:arial;"&gt;Based on the data examined in task 1, this task will provide an overview of the nature, scope,&lt;/span&gt;&lt;span style="font-family:arial;"&gt; and content of the most significant bi-lateral programmes of SEA-EU-NET participants in regards to other international networks, programmes, expert groups and organisations involved in promoting S&amp;amp;T cooperation between Europe and Southeast Asia. This task will include a&lt;/span&gt;&lt;span style="font-family:arial;"&gt; strategic mapping (by means of questionnaires, supplemented, if necessary, by interviews with&lt;/span&gt;&lt;span style="font-family:arial;"&gt; programme owners, policymakers and industry and government representatives) aiming at the&lt;/span&gt;&lt;span style="font-family:arial;"&gt; identification of who is doing what, with whom, in what areas of interest, for how much, and why.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;"&gt;&lt;br /&gt;In particular the task will be designated to explore whether this draft directory:&lt;/span&gt;&lt;br /&gt;&lt;/span&gt;&lt;ol  style="font-family:arial;"&gt;&lt;li&gt;&lt;span style="font-size:100%;"&gt;is useful to S&amp;amp;T organisations in identifying potential partners within and between participants;&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-size:100%;"&gt;should be developed as a volume of "best practices" in the S&amp;amp;T field, with extended profiles of innovative service organisations; and/or,&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-size:100%;"&gt;should be developed into a comprehensive directory of all non-profit organisations in the S&amp;amp;T field.&lt;/span&gt;&lt;/li&gt;&lt;/ol&gt;&lt;span style="font-size:100%;"&gt;&lt;span style="font-family:arial;"&gt;Information categories will include:&lt;/span&gt;&lt;br /&gt;&lt;/span&gt;&lt;ul  style="font-family:arial;"&gt;&lt;li&gt;&lt;span style="font-size:100%;"&gt;Programme history and context of ongoing major bi-laterally funded research programmes (e.g. the history of S&amp;amp;T Cooperation between those countries represented in the network and ASEAN; the academic, economic, political and/or social rationales behind such Cooperation and how these have changed or are changing; as well as the agreements or memoranda of understanding on which programmes are based).&lt;br /&gt;&lt;/span&gt;&lt;/li&gt;&lt;/ul&gt;&lt;ul  style="font-family:arial;"&gt;&lt;li&gt;&lt;span style="font-size:100%;"&gt;Roles and relations of programme partners (e.g. the position of partners in their national research funding systems; the programme policy-making, financing, management and evaluation responsibilities of these partners; and the nature and extent of co-decision making between them)&lt;br /&gt;&lt;/span&gt;&lt;/li&gt;&lt;/ul&gt;&lt;ul  style="font-family:arial;"&gt;&lt;li&gt;&lt;span style="font-size:100%;"&gt;Bi-lateral networking programmes (e.g. the nature and extent to which other national and international funding organisations/participants are involved in the programmes)&lt;br /&gt;&lt;/span&gt;&lt;/li&gt;&lt;/ul&gt;&lt;ul  style="font-family:arial;"&gt;&lt;li&gt;&lt;span style="font-size:100%;"&gt;Programme agendas (e.g. overall objectives; thematic and structural or horizontal priorities; as well as priority-setting processes).&lt;/span&gt;&lt;/li&gt;&lt;/ul&gt;&lt;ul  style="font-family:arial;"&gt;&lt;li&gt;&lt;span style="font-size:100%;"&gt;Programme resources (e.g. personnel; information systems; and existing infrastructures such as referee databases).&lt;br /&gt;&lt;/span&gt;&lt;/li&gt;&lt;/ul&gt;&lt;ul  style="font-family:arial;"&gt;&lt;li&gt;&lt;span style="font-size:100%;"&gt;Programme outcomes as reflected in recent evaluation of such programmes.&lt;/span&gt;&lt;/li&gt;&lt;/ul&gt;&lt;span style="font-size:100%;"&gt;&lt;br /&gt;&lt;span style="font-weight: bold;font-family:arial;" &gt;4.
